If it's a USB connection then try the following. First, try the other USB port. The computer can be on when plugging into USB ports. If it still doesn't see the camera right away .... have you ever had any USB devices hooked up to this computer before. Is the computer about 2 or more years old? The reason I ask is that many older computers that I have run into with USB connectivity problems have the USB controller set to off (disable) in the BIOS (usually found under integrated peripherals) If you have run a USB device before without a hitch than this is not the case but one thing about USB .. it's simple and works so if this is your first USB usage and you feel that you've done everything right than have a computer nerd go into your BIOS and confirm the setting.
It's not a hard or dangerous action but scares the heck out of many users. When your computer is booting it will say "press delete for setup" ... tap the delete button till the BIOS screen comes up. You have to use the up and down arrows in here, no mouse. work yourself to the "integrated peripherals" page and confirm the USB setting. Then just follow instructions to save and exit.
