The filter adapter ring appears to be specifically designed for a Chinon Genesis GS-7, according to the owner's manual http://www.butkus.org/chinon/gs-7/gs-7.htm How did I know that Larry owns the Chinon Genesis GS-7? I'm clairvoyant. (Not!) He sent email asking the same question. :-)
Apparently the GS-7 lens barrel is not threaded to accept filters or a lens hood, and the adapter ring provides those threads. The lens hood is also exclusively designed for the GS-7. This is similar to the numerous adapter rings which appeared after the introduction of digital cameras, each one designed for a specific camera.
Not much information about your camera on the web. As near as I can determine, the GS-7 dates to roughly 1990-1992. The bad news: Chinon was the first company to bail out on 35mm cameras, followed by Ricoh. Chinon's web site reports that no repair service or accessories are available for any Chinon 35mm camera after June 2001. http://www.chinon.co.jp/eng/data.htm#35mm

This is a four year old address but I checked qwestdex.com and they are still there. They don't have a web page or published email address -- e-mail is worthless for trying to locate a camera part, anyway.
They apparently no longer repair any Chinon cameras according to Chinon's web site. However it might be worthwhile phoning to ask if they have a broken or non-working GS-7 lying around which just happens to have the adapter ring attached. Long shot but worth the call.
Other Possibilities
You might eventually find the adapter ring and lens hood on eBay - there's a working GS-7 camera, case, new battery and instruction book being auctioned right now, current bid is only $14.99 with five days remaining. Necessity is the mother of invention. You might be able to make your own adapter ring. Most adapter rings attach to a camera using a compression fit, i.e. they slide on tightly and stay in place usually because a rubber-coated surface clings to the camera body. The Chinon adapter ring is threaded for 62mm filters. Find an old 62mm skylight or UV filter and do some filter-to-camera comparisons. You might be able to make an adapter ring by knocking the glass out of an old 62mm filter and coating the backside threads with the liquid rubber grip material sold in some hardware stores (mostly used for coating the handles of tools.) The front threads on the ring will accept another 62mm filter. If the adapter needs to have a larger diameter, the next size up is 67mm, but that would require a step down ring or use 67mm filters. Those big filters can get pretty expensive.
