There is no "universal" shutter speed for given times of day. Thats why you have a meter in the camera. As a rule of thumb use the slowest speed you can without camera shake so you also get decent background detail then set the apeture using Walah! the meter! I believe from memory the "program" mode tends to close down the aperture and drop the shutter speed? Not sure there read the manual to confirm.
