Without a tripod or something to rest the camera on, you are prone to have camera shake at below 1/60th of a second shutter speed. How serious the shake will affect your photos is dependent on how large you want to print them.

I've gotten good results, handheld at 1/15th, but for every good result at that speed there is a blurry one, too.

Your photos will generally be sharper at a smaller fstop setting, say f8 (smaller setting) as opposed to f2.8 (larger setting). But at twilight, handheld, you may have to use the larger setting to avoid camera shake. I've gotten good results using Fuji Superia 400 at twilight with wide open aperture handheld shots, and would recommend using this film or faster( higher ISO), if you can't use a tripod.
