At least you recognize your camera probably needs repair. Two things to look at first (1) are the batteries fresh? Many of today's totally electronic cameras cease working when batteries near the end of their lifespan. (2) Have you tried removing and remounting the lens to see if the aperture reopens?
I can't recommend a cheap, high quality camera repair technician - there isn't such a thing. Camera repairs often requires extensive disassembly to access the broken part, and at $65 or $70 an hour the cost adds up quickly. You would probably do just as well finding a camera repair facility in your local community as you would searching the web. Make sure whomever you choose is Minolta qualified. (A Minolta authorized service facility would be best.) Strictly a guess, but the problem likely rests with the lens and not the body.
