This takes some care, but it can be done: You can use Windex or similar glass cleaner to clean water spots off the back (shiny) side of the film. Lightly moisten a folded, clean paper towel with Windex and wipe the film strip lengthwise. DO NOT get even the slightest bit of moisture on the emulsion (dull) side of the film, or the emulsion will soften and things will get very nasty very fast.
I've found I often have to do this, even after using wetting agent; nothing seems to totally prevent water spots. There's nothing you can do to get spots off the emulsion side, but that's not usually where they are.
