First before you write it off, make sure the battery contacts are clean by using an old eraser. It's a 15 year old camera, worn film advance gears, it may be about to fail. Problem is, the only parts available for the Canon T70 have to be obtained from cannibalizing another T70. (It's possible the film advance gears may be identical in all T series cameras), but any way you cut this, getting a 15 year old camera worked on is going to cost more than the camera is worth.
